In accordance with advice of Executive council I pro- pose to ask Legislative Council to vote for this year and till further notice cost of expenses incurred in mobilization of volunteers and for censorship of tele- grams and postal matter. Total sum involved up to 31st October is 41,000 dollars and since then the

expenditure incurred monthly amounts to about 6,000 dol· lars volunteers, 3,000 dollars censorship of telegrams, and 1,200 dollars postal matter. Do you approve?
